Websites for the third world: placebo or a sign of change?

Shailaja Neelakantan holds forth on a recent headline that an Indian village has ‘uploaded itself’ to the Internet. Translation: it got a website. Which is all very well, but does it have an Internet connection, or medical facilities, or the aid it needs from its government? Take a guess.
Sailaja grumbles:
